CYC Club Rules
Introduction
The Collingwood Yacht Club is a Club for the exclusive use of its members and their guests. Lift in/out privileges, moorings, winter storage & other club facilities are for club members only. A person who is not a member or associate will only be admitted onto Club property as a guest of a member or as a guest by invitation of the Board of Directors. It is the policy of the Club that the responsibility for the conduct of each member/associate, his or her family and guests, in all matters including the consumption of alcoholic beverages while on Club premises lies with the individual member/associate and that this responsibility is not and cannot be assumed by the Club
Alcohol- Alcoholic beverages are restricted to club grounds inside our fenced yard, the clubhouse, decks and boats with legal accommodations. If alcoholic beverages are sold while on club property appropriate permits are required from the LCBO.
Bulletin Boards- Bulletin boards are located in the upper and lower levels of the clubhouse. The boards on the upper level and on the lower level west wall are for racing information and club business only. Members may post ads or other notices on the bulletin board on the lower level east wall. All notices must be dated. Any notice posted without a date will be removed.
Club Equipment and Facilities- Members and associates are responsible for damage to club property caused by them, their family members, or their guests. Neither the clubhouse nor the compressor shed have storage facilities for personal gear.
The clubhouse BBQ, patios, kitchen facilities and parking areas are shared by all club members/associates and any visiting overnight boaters. Club furniture, equipment or other Club property must not be removed by any member/associate from the Clubhouse without the authorization of a member of the Board of Directors. Anyone using the clubhouse and/or the kitchen facilities must clean up after themselves and ensure all dishes, pots & pans are clean and put away. Report any breakage to the facilities manager. Excessive use of the facilities by any member may incur usage fees.
The club is available for personal or special events by club members only. The website has instructions for booking the club with the Social Director. Appropriate user fees will be applied. Fire regulations limit the number of guests allowed in our clubhouse.
Combustibles- Members are prohibited from storing flammable materials in any Club building.
Commercial Businesses- No commercial use may be made of any mooring space or on any yacht while moored or on any part of the Club grounds or facilities as per our insurance policy and agreement with our landlord. This does not preclude service providers coming on site to work on member boats or club facilities.
Comments or Complaints- Members/associates who wish to express any comments or complaints with respect to the operation of the Club should contact any board member. Formal comments or complaints should be submitted in writing to info@collingwoodyachtclub.com.
Dock Regulations/ Moorings- Members will be assigned a mooring slip at the beginning of the season by the mooring committee only if the member is in good standing, with all fees paid. Members must not change their slips without the approval of the mooring committee. All yachts moored at our docks will be secured by lines of appropriate size and tensile strength to accommodate the vessel. The Mooring Committee has the authority to ensure compliance of these guidelines.
Members must use at least one bowline and one stern line for each boat either on the starboard or port side of the boat... There will also be one forward and aft spring line. Moorings lines must be of NYLON each capable of lifting half the weight of the vessel. Lines shackled to a mooring ball should have a float and be shacked to the chain below the ball.
No additions or modifications, such a dock boxes, steps, boarding devices, carpeting, cleats or any other equipment may be made to the main or finger dock and no member may make any adjustment to any cleat or make any change to the dock fastening system or alter the dock in any way, without the consent of the Board. Members are however encouraged to make repairs as needed to existing hardware.
Dinghies- Each member is allowed to store one dingy on club premises during the boating season. Under no circumstances will dinghies that are not in use be attached to yachts, docks or pylons in such a manner as to cause them to restrict access for other boaters. Dinghies stored on dinghy docks should be secured with appropriate lines. All dinghies must be removed from club property during winter layup. Dinghies must be labeled with the owner's name.
Electrical outlets/cords- Electricity is available on a short term basis in the north basin for battery charging and repair work. Finger dock outlets are not designed to support refrigeration, air conditioning or stoves. Members must not leave heaters or other electrical appliances turned on when they are not on their boat. If the outlet at your dock appears dead check the GFI and press the red reset button. All other issues should be reported to the Facilities Manager.
Members must use a certified marine electrical cable to connect their boat to the shore power outlets. Cables must not be allowed to sit in the water. Stray current may enter the water and could harm people and pets. Any member who sees a cable in the water should move the cord out of the water or disconnect it. Boats cannot be plugged in during winter storage.
Emergency Water Pump- A portable water pump is stored in the shed at the service dock. After use the pump must be returned immediately to this location in case of any other leaking/sinking emergency.
Fees- No boats will be launched or lifted out until the member has paid all dues, fees and other assessments owed to the club. If a member leaves the club during the boating season whether for personal reasons or because their boat is sold they are not entitled to any refund of the annual dues. Refunds of paid mooring fees will only be considered by the Board of Directors if requested in writing prior to June 1st. No refunds will be given after that date. New members joining the club after July 31st will be assessed a prorated mooring fee, annual dues & work hours as determined by the Board upon acceptance of the member's application.
Unpaid fees will be assessed a monthly service fee of $50 a/month, effective the first day after the due date and each month thereafter. Members with excessive outstanding fees may face a disciplinary hearing and possible loss of membership.
Fresh Water- Fresh water is available at various locations in the north basin. We have a small water line servicing the club so water pressure is limited. Do not leave hoses running.
Garbage/ Toxic /Hazardous Waste- Members may dispose of their non hazardous waste in the garbage and recycle bins provided. Please make sure the lid is closed to control birds and vermin. Members are not to fill the dumpster with damaged tarps, shrink wrap or other large items. Members must dispose of them at the town dump.
Members are strongly recommended to winterize their engines using non-toxic antifreeze of the -50 degree Celsius variety. It is illegal to put regular ethylene glycol based antifreeze (Prestone) into our lakes or run off.
Batteries, paints and solvents, used engine oil and tires must not be put into our garbage bin. Disposal of these materials in our bin is contrary to landfill disposal regulations. Our contract with our waste management company will be canceled if these items are found in our bin. Substantial fines may also be levied.
Members who are found to have disposed of these items on club property will be reported to the rules committee for disciplinary action.
Gate/Club Keys- Keys and security cards are issued to all club members and associates by the membership chair. Members and associates must retain cards and keys for their own personal use only. They are not to be loaned out to persons who are not members of the Collingwood Yacht Club. The gate key-card opens the main power gate at the main entrance. The clubhouse doors are accessed by a combination lock. Additional or replacement cards are available from the club for $20 per card. When a member/associate leaves the club the card fee is refundable upon the return of the card(s) and key(s) to the membership chair.
The CYC South gate (non-power gate) is for emergencies purposes only (flooded road, main gate inoperable, etc.). It is not intended for regular use and must remain closed at all times. The gate-code (G1663) is private and for member use only, it should never be given to guests for any reason. Members should receive guests via the main power gate unless the board has directed the use of the south gate temporarily in which case members are responsible to open and immediately close the gate.
Ice- The ice machine is located on the lower clubhouse level. It produces 250 lbs of ice per day. It is not intended to supply members with enough ice to fill on-board ice boxes prior to cruising. The large freezer next to the ice machine is for bagged ice only. Members must bag a bag for each bag taken from the large freezer. The small freezer in the basement is available to store personal ice bottles. Please ensure all such items are properly labeled. Please do not remove any bottle that is not yours. Do not store any bottles in the kitchen freezer.
Insurance- All yachts moored or stored on Club property shall have current marine public liability and property damage insurance. The minimum amount of insurance and liability will be determined by the Board of Directors. (Currently stands at 2 million dollars.) Members must be prepared to provide a copy of their insurance papers to the Board on request.
Lift In /Out- The costs for lift in/out will be apportioned to each member using the crane service on club lift in/out days. Members and or their authorized representative must be present for their boat's launch and/or haul out and must approve the placement of slings before lift in/out and placement of cradle supports before the crane releases the boat. Lift in /out dates are fixed by the Board each year and are posted on the club's website and listed in the club registration book.
All cranes required for these events are booked by the Board. Members who wish to use different dates must hire their own crane service and are responsible for all costs and liabilities associated with this decision. Members who cannot launch due to vessel repairs must request in writing for a limited extension of their launch date to the Board of Directors.
Live Aboard Members- Our facilities are not designed to accommodate long term live aboard members. The Directors may impose additional fees to cover the extra charges that live aboard members may incur. Members contemplating semi-permanent residence on their vessel should notify the Directors of their intentions in writing. No member may live aboard their vessel while it is on the hard.
Mast Crane- The mast crane has a capacity to lift 1000 lbs and can lift masts up to 50 feet long. When lifting your mast put a safety loop from the hook completely around your mast. Also put a messenger line on the hook so you can pull the hook down. The hook must be tied to the crane when you are finished using it. Please ensure that the control box is also secured.
The heavier hoist has a capacity to lift 4500 lbs. It is meant to lift dry-sail vessels, dock anchors and docks needing repairs. The two hoists have dual speeds which are activated but the up/down buttons. For slow motion press lightly, for faster motion depress the buttons harder.
Membership- All members and associates are bound by the by-laws and rules of the CYC. Voting members in the CYC are members who pay annual dues and mooring fees. These members have mooring privileges.
Non-voting Senior Associates pay an annual reduced fee which allows access to the club facilities but does not provide any mooring capabilities. This category is designed to accommodate past club members who no longer require mooring facilities but who still wish to stay affiliated with the club. Seniority status is maintained. Non-voting Social associates pay an annual reduced fee which allows access to the club facilities but does not provide any mooring capabilities. This category is designed to encourage people to crew and participate in club races.
Honorary Associates are past commodores or members elected to this category by the Board of Directors. These associates have full access to the club and its facilities but do not pay annual fees or have any voting or mooring privileges. If they wish mooring privileges they must pay full membership and mooring fees and are subject to the work hour rules.
Shared Boat Ownership; When 2 owners from different households and/or addresses share a boat, one owner must be a full Member and the other must be at minimum a social associate. This entitles the 2nd owner to access to the club under CYC rules.
Oil Changes and Disposal- Used oil must be disposed of by each member. DO NOT place containers of used oil in the dumpster or leave on club property.
Outside Contractors- All subcontractors hired to work on a member's boat must carry appropriate insurance.
Parking- (applicable to all associates, visitors, guests & members) Vehicles in the north basin may be parked on either side of the upper embankment leaving the centre area clear for traffic. Vehicles may park on the lower lot clear of the mast crane and service dock. Vehicles must not impede the movement of the dry sail boats and trailers access to the mast crane. Vehicles are not to be driven or parked on the concrete dock. Members away cruising are to park in the upper lot please.
Pets- Dogs and other pets must be controlled at all times. Pets are not allowed in the clubhouse or erected facilities when food is being served. Members must observe a poop and scoop policy. A rake and shovel for this purpose is located under the stairs (lower level) at the back of the clubhouse and on the upper level parking area and at the compressor shed. Waste is to be disposed of in the large disposal bin by the gate.
Personal WaterCraft- The club does not allow the storage or operation of personal watercraft (sea-doos or other makes) within the club premises.
Pump Out- An electric pump out is located at the service dock in the north basin. The pumping mechanism is automatic once the "on" switch is activated. Read the instructions on the control panel or contact the facilities manager if you are unfamiliar with this equipment. When you have finished pumping out rinse and coil the hose. Ensure the fresh water hose is shut off and properly stored.
Regalia- The Club has a variety of official CYC Club regalia for sale, including burgies, clothing and drinking glasses. Contact the social director for a list of items and prices.
Second Berth- Membership in the Collingwood Yacht Club entitles members the privilege of mooring one vessel at the club's facilities. A member may request, in writing, a second berth and if granted will pay the current mooring fee for the second vessel. This request will be reviewed by the Board of Directors on an annual basis based on the facilities available.
Service Dock- The Service Docks are not a mooring facility. Members are expected to conduct whatever business is necessary at the dock and then depart as quickly as possible. Members must not use the Service Dock for an unreasonable period. A request must be submitted to the board to use a Service Dock for any extended period of time (more than 1 day). Please include the reason why you are using the dock and how long you expect to be there.
Size of Boat- Members contemplating mooring a boat over 30 feet in length and/or over 12 feet in width must obtain pre-authorization from the mooring committee in order to ensure that the club has a suitable mooring position. The CYC cannot accommodate boats over 40 feet in Length Overall including swim platform & bowsprit.
Smoking- The Clubhouse is a smoke free area. Members who smoke on club property should use the appropriate bins for disposal of their cigarettes.
Storage (Winter)- The Club provides winter storage in our fenced yard. Members storing their boat for the winter will be assessed a storage fee as determined by the Board of Directors. This also entitles the club member to store their trailer/cradle on club grounds during the summer. Water & hydro is available during the lift out period and for spring cleanup prior to lift in. No boat shall be plugged in over the winter. The board reserves the right to deem a stored boat condition as unsafe and requires the owner to take remedial action. All cradles & trailers shall be clearly marked with bow, stern and owner's name. Sling locations should be marked on toe rails for sling placement during lift in/out.
Only boats that were moored the prior season may be winter stored at the CYC.
Powerboats. Steel base cradles to support the keels on are recommended for power boats. They may be supplemented with jack stands. Jack stands supporting sloped surfaces must be cross tied to prevent them from splaying outwards under load.
Sailboats. Cradles must be of steel construction and preferably collapsible. Adjustable pads are preferred as they make exact placement of the boat less critical. Mast up storage will be allowed by the Board on an annual basis depending on conditions related to water depth and arrangements with the crane operator.
Dinghies. Dinghies may be stored within the footprint of the member's boat (on the boat or below it). Dinghies on a trailer or stored separately from the member's boat will be assessed a storage fee. ALL Dinghies must be removed from docks for the winter.
Members requesting to leave their masts up must get specific approval by the Board of Directors. It is discouraged to leave your mast up particularly for small boats with deck stepped masts which can be easily removed and stored. It is recommended, for safety and equipment reasons, that vessels be stored with the mast down.
Trailer/Cradle Storage (Non-Winter)- Members who do not pay for winter storage are not automatically entitled to leave their trailer on club grounds during the summer. If a member wishes to store their trailer for the summer they should contact the Board and pay the appropriate fees (based on boat LOA). The Directors may order the removal of trailers or vessels who do not comply with this rule.
Members who have sold their boat and require additional dry storage must make their request in writing to the Board of Directors.
Telephones- Telephones are located in both the upper and lower levels of the Clubhouse. There is no voicemail service, unanswered incoming calls are ignored.
Vacant Slips- A list of all vacant slips will be posted on the main Clubhouse bulletin board. These slips are available for visiting overnight guests. The current rate is $50 per night.
VHF Monitoring- The Club monitors Channel 68 during specific club events and generally uses channel 12 for racing events.
Visiting Boaters- The club will endeavor to accommodate visiting boaters on an overnight short term basis. They will be expected to pay the appropriate fee as stated on our website. This fee allows visitors full use of all club facilities.
Waivers- from time to time club members may be required to sign waivers related to Club operations
Washrooms and Showers- Washrooms are provided on the upper level of the Clubhouse next to the kitchen and in the lower level of the Clubhouse adjacent to the library and ice room. Please keep them clean. The shower is located on the lower level of the clubhouse. Since our hot water supply is limited, members are advised to keep showers brief.
Web Site- The Club operates a web site listing Club information, racing schedules, events, membership categories and rates and other items of interest to Club members. We also have a Facebook page and free WI-FI connections within the clubhouse. Password: sailor12
Work Hours- Members are required to contribute a prescribed number of work hours per year or pay for hours not worked at a rate set by the Board of Directors. Work contributions may be physical (dock work parties, grounds work) or non- physical (committee, social activities) etc. Members are responsible to ensure that their hours are recorded and signed by a Board member or the person authorized by the Board on the Work Hour Forms found in the lower clubhouse office. A designate of a member who is completing work hours for a member must be of appropriate age, physical and mental capacity to complete the task as seen fit by the director who is responsible for the work hours being completed.
